HKADC is assisting the arts sector in conducting the Nomination Exercise to nominate and vote for representatives of the 10 specified arts interests for the Chief Executive’s consideration of appointment as members of HKADC for the next term with effect from 1 January 2026 to 31 December 2028.

To brief the arts sector and the public on the arrangements of the 2025 Nomination Exercise, a briefing session will be held on 9 May 2025.

An enquiry or complaint in relation to the Nomination Exercise can be made to N Square Company Limited - the Nomination External Affairs Agent appointed by HKADC for the 2025 Nomination Exercise.

For complaints made in relation to the Nomination Exercise, if the matter cannot be satisfactorily resolved or if the complaint is directed at the Nomination External Affairs Agent personally, it should be addressed to Hong Kong Arts Development Council.

Individual arts workers who were specified in the gazette G.N.4935 on 2 September 2022 for the 2022 Nomination Exercise will continue to be eligible to participate in the 2025 Nomination Exercise to participate in the 2025 Nomination Exercise. Please review the registration details at the Voter Registration System (voterregistration.hkadc.hk) from 9 April to 9 May 2025. Individuals do not need to apply again unless they wish to update their personal particulars or change their arts interests for which they were registered in 2022.

You still need to submit the application, because only individual arts workers successfully registered to participate in the Nomination Exercise will become voters. Individual arts workers who were specified in the gazette G.N.4935 on 2 September 2022 for the 2022 Nomination Exercise can maintain their eligibility to participate in the 2025 Nomination Exercise. All other interested individual arts workers wishing to participate in the 2025 Nomination Exercise must apply via the Voter Registration System (voterregistration.hkadc.hk) or submit the completed application form with the supporting documents required to the NE Administration Office before the application deadline (i.e. 5pm, 9 May 2025).

Graduates of the arts programmes on one of the specified arts interests (that is, Arts Administration, Arts Criticism, Arts Education, Chinese Opera (Xiqu), Dance, Drama, Film Arts, Literary Arts, Music and Visual Arts) at bachelor’s degree or above levels run by a local, Chinese Mainland or internationally recognised university/tertiary institutions (e.g. national level or professional status) may apply for the participation in the Nomination Exercise. For this capacity, the application will be dealt with according to the arts programme and the supporting documents case by case.

You must be currently a teacher to register for the Nomination Exercise under the arts interest of "Arts Education". However, if you fulfill any of the other eligibility criteria of “Individual Arts Workers”, you may submit an application during Phase 1.

Local recognised arts organisations include: the 114 Cultural Public Institutions, Associations and Bodies under Schedule 1B of Section 20V Composition of the sports, performing arts, culture and publication functional constituency of the ‘Legislative Council Ordinance’ (Cap. 542), grantee associations for the years 2022-25 under the Year Grant Scheme, Literary Arts Platform Scheme and Eminent Arts Group Scheme of HKADC, Venue Partnership Scheme of LCSD or Arts Capacity Development Funding Scheme of CSTB, and any organisations alike as specified in the gazette G.N. 4044 dated 28 June 2019.

If you would like to seek candidature, you will need to obtain nominations from 2 of the 114 corporate electors of the Sports, Performing Arts, Culture and Publication Functional Constituency of the Legislative Council (“Corporate Proposers”); and 1 nomination from 1 of the 15 members of the Election Committee Second Sector – Sports, Performing Arts, Culture and Publication (non-Sports and non-Publication Sector) of the Legislative Council (“Election Committee’s Proposer”).

All Corporate Proposers and Election Committee’s Proposers have served the arts sector for many years. Applicants should contact them on their own. Please refer to our website for the Proposers' name list.

Each Corporate Proposer may subscribe to 2 nominations only, and there are no limits to the number of nominations made by an Election Committee’s Proposer.

If an applicant seeking candidature gets more nominations than the required number, only the 2 earliest received nominations from Corporate Proposers and 1 nomination from Election Committee’s Proposers will be deemed to be valid. Excessive nominations cannot be transferred, and Proposers cannot revoke their signed nominations.

No. If a Corporate Proposer subscribes to more than 2 nominations, the exceeding nominations may be regarded as invalidated nominations.

The prospective candidate / the authorised person should come to NE Administration Office in person to obtain the form. The application form will not be uploaded to the website. Please refer to the "Information on collecting Candidate Application Form".

The office will not reissue the Candidate Application Form. Please keep the stamped Application Form safely.

When the applicant seeking candidature has submitted his/her Candidate Application Form to the NE Administration Office, his/her Corporate Proposer and/or Election Committee’s Proposer may not change or revoke the nomination.

No, they are not acceptable. According to the Points 3 and 4 of the Points to Note of the Application Guidelines for Nomination, Corporate Proposers and Election Committee’s Proposer subscribing to a nomination must sign the relevant Candidate Application Form in person. Moreover, Corporate Proposers should stamp the Candidate Application Form with your groups' seals.

Yes. The Application Guidelines for Nomination specifies that an applicant may seek nomination from any 114 Corporate Proposers, and there is no restriction that the Corporate Proposer and the candidate have to be in the same arts interest. A music organisation may nominate a candidate for Xiqu if it wishes to do so.

No, you cannot. As specified in the Application Guidelines for Nomination, an applicant seeking candidature should submit his/her completed and stamped Candidate Application Form together with the required supporting documents to the NE Administration Office in person or by mail / courier before the deadline.

Your withdrawal of candidature application can only be made in writing to the NE Administration Office during the nomination period. All applicants are not allowed to withdraw their candidature application and their subsequent candidature after the close of the nomination period.

Following the announcement of the candidate list, the Nomination Agent will send out contested candidate platforms to voters who are required to vote and upload the platforms of all candidates (both contested and non-contested) to this website. Furthermore, the Nomination Agent will organise a forum for candidates of the contested arts interests to directly present their platforms and communicate with the voters, as well as respond to their questions.

All registered voters are required to present their original HKID card for verification before voting in person.

You must provide another documentary proof of identity with your ID card number, name and photo printed on it to the staff at the polling station. Our staff will examine your identity document and cross-check the information in our voter register to confirm your eligibility as a registered voter. The NE Administration Office has the final authority on handling this matter.

Upon completion of polling, the polling staff will count the electronic ballots at the polling station and announce the results which will also subsequently be uploaded to this website. In addition, the Nomination Agent will issue a press release to publicise the names of candidates who have received the highest number of votes in each arts interest.
